US109 The band 3650-3700 MHz is also allocated to the Federal radiolocation service on a primary basis at the following sites: St. Inigoes, MD (38° 10' N, 76° 23' W); Pascagoula, MS (30° 22' N, 88° 29' W); and Pensacola, FL (30° 21' 28'' N, 87° 16' 26'' W). The FCC shall coordinate all non-Federal operations authorized under 47 CFR Part 90 within 80 km of these sites with NTIA on a case-by-case basis. For stations in the Citizens Broadband Radio Service these sites shall be protected consistent with the procedures set forth in 47 CFR 96.15(b) and 96.67.

US349 The band 3650-3700 MHz is also allocated to the Federal radiolocation service on a non-interference basis for use by ship stations located at least 44 nautical miles in off-shore ocean areas on the condition that harmful interference is not caused to non-Federal operations.

Aeronautical Radio Altimeters

According to the International Civil Aviation Organization (ICAO):

"Th[is] band is used exclusively for airborne radio altimeters (also called radar altimeters) (see Footnote 5.438), which have a vital task in automated landing for flare guidance, and as the sensor component in ground proximity warning systems. The basic function of radio altimeters is to measure the aircraft's absolute height above ground level... These radio altimeters are operational during all phases of flight."

The center frequency for radio altimeters is 4300 +/- 25 MHz. The altimeters use a power output of 20-500 mW, and have a range of up to about 5000 ft (about 1526 m). Their antenna beamwidth is 70 deg, and the pulse width is approximately 200 ns.

Geostationary Fixed Satellite Service (GSO FSS)

The "C-band" is the workhorse of the Geostationary Fixed Satellite Service (GSO FSS), with 3.7—4.2 GHz the downlink band and its associated uplink 5.925—6.425 GHz. More generally, the 4—8 GHz spectrum is designated as C-band.

Cable TV networks use the C-band to provide programming to cable systems. Program package providers directly serve viewers with home satellite dish receivers (Direct-to-Home FSS or DTH-FSS, a service also available in the Ku-band, see 11.7—12.2 GHz).

Many radio stations receive programming by C-band satellite, and international telephone and data traffic travel over the satellites of the International Telecommunications Satellite Organization (Intelsat) and its competitors in the 4/6 and 11/14 GHz bands.

The C-band also is used for tracking, telemetry, and control (TTC) of satellites while transferring them to final orbit position. Satellite operators want to expand TTC to adjacent spectrum (see 3.65—3.7 GHz).

Citizens Broadband Radio Service (CBRS)

The U.S. FCC has opened the 3550-3700 MHz band for sharing under an innovative three-tiered architecture. The first tier is the incumbents, which consists mainly of the U.S. military for shipborne radars. There is also limited use of the band for fixed-satellite service (FSS) receive-only earth stations above 3625 MHz.

The second tier, created by the FCC, is the Priority Access Licenses (PALs). A Priority Access License consists of a 10 MHz authorization within a single county, and PALs were auctioned by the Commission in Auction 105, which raised more than $4.5 billion in net bids. PALs are limited to the 3550-3650 MHz portion of the band.

The third tier is General Authorized Access (GAA) users, who may operate across the entire band (3550-3700 MHz), but may not cause interference to PALs or to incumbent users.

The PAL and GAA tiers must be controlled by a centralized Spectrum Access System (SAS) that enforces interference policies. Several commercials SASs are in operation.

PAL and GAA operate under a Part 96 of the FCC's rules, titled the Citizens Broadband Radio Service(CBRS). CBRS devices are referred to as CBSDs (Citizens Broadband radio Service Devices).

The WISPs and utilities that occupied the 3650-3700 MHz band under Part 90 of the FCC's rules were required to transition to CBRS (Part 96) (GAA and/or PAL), a process that was completed by 2023.

FCC Proposed Rules for Citizens Broadband Service

According to the FCC's Notice of Proposed Rulemaking (FCC 12-148):

With this Notice of Proposed Rulemaking (Notice), we propose to create a new Citizens Broadband Service in the 3550-3650 MHz band (3.5 GHz Band) currently utilized for military and satellite operations, which will promote two major advances that enable more efficient use of radio spectrum: small cells and spectrum sharing. The 3.5 GHz Band was identified by the National Telecommunications and Information Administration (NTIA) for shared federal and non-federal use in the 2010 Fast Track Report. Our proposal builds on our experience with spectrum sharing in the television white spaces (TVWS), proposes ideas teed up in our recent Notice of Inquiry on Dynamic Spectrum Access technologies, and broadly reflects recommendations made in a recent report by the President’s Council of Advisors on Science and Technology (PCAST). We also seek comment on whether to include under these proposed new, flexible rules the neighboring 3650-3700 MHz band, which is already used for commercial broadband services. Together, these proposals would make up to 150 megahertz of contiguous spectrum available for innovative mobile and fixed wireless broadband services without displacing mission-critical incumbent systems.

SPN-43 Shipborne Radar

The AN/SPN-43C is a U.S. Navy air traffic control (ATC) radar for large-deck amphibious ships that are capable of supporting flight operations. These vessels include aircraft carriers (CVN) and amphibious assault ships (LHA and LHD) that predominantly carry helicopters.

U.S. homeports for ships that carry the SPN-43 are Norfolk VA, San Diego CA, Bremerton WA, and Newport News VA. The SPN-43 is currently installed on 21 commissioned ships in the U.S. Navy. It may also be installed on some non-U.S. military ships.

Land-based testing and training sites for the SPN-43 are at St. Inigoes (Pax River) MD, Pascagoula MS, and Pensacola FL, per footnote US348.

The SPN-43 possesses the following technical characteristics:

UK Broadband

According to a UK Broadband press release (c. 2012):

UK Broadband, the UK’s largest holder of 4G spectrum, has today announced that it has switched on its first 4G LTE system in London. This is the first TD-LTE 3.5GHz deployment in the world and the first commercial 4G deployment in the UK. UK Broadband (UKB) is building its network using Huawei’s Time Division Long Term Evolution (TD-LTE) solution.

UKB will operate a wholesale model, working with partners to offer commercial services from May 2012 to businesses, consumers and the public sector. The network will initially cover the Southbank and Borough areas of Southwark.

The network will use UKB’s 124MHz of spectrum in LTE bands 42 and 43 (3.5GHz and 3.6GHz). This allows the deployment of 6 x 20MHz wide channels that will enable UKB to deliver LTE Advanced speeds and enough capacity across the network to deliver Next Generation Access superfast broadband speeds to a large number of users simultaneously.

The first devices, jointly developed by UKB and Huawei, include indoor and outdoor units for high-speed wireless broadband to homes and businesses within the coverage area. Multi-mode mobile devices supporting TD-LTE, FD-LTE and 3G will be available from September 2012.

“We’re very excited to be switching on our first TD-LTE system in the UK using our 4G spectrum,” said Nicholas James, UKB’s CEO. “We’re working with Huawei because we believe they have the expertise and experience we need to deliver the best solution.”

"Utilising Huawei’s equipment, UKB’s spectrum and our combined expertise, the availability of LTE in the UK from today will give a significant boost to the UK’s Government’s broadband agenda,” said Victor Zhang, CEO of Huawei UK. “We are proud to be involved in this project and are dedicated to supporting UKB and the Government to help connect more people to high speed wireless broadband networks.’’

UKB’s business model is to build bespoke LTE coverage – large or small – that delivers solutions to where there is demand for high speed wireless/mobile data capacity. Usually this will be as a result of developing a solution for an anchor or core customer.

UKB has chosen TD LTE because typically, significantly more data is downloaded than uploaded. Designed specifically to meeting the growing demand for data capacity, TD LTE allows UKB to dynamically manage the network to maximise the download capacity at all times, optimising both the technology and the wide spectrum bands it has available to deliver a very high download capacity.

802.11/WLAN/Wi-Fi/WiGig

Wireless LANS utilize various channels in the 2.4, 5, and 6 GHz bands (multiple countries), and (in theory) the 3.6 GHz band (U.S. only). For a list of which channels are available in which regions, refer to the Wikipedia article.

Wi-Fi is a trademark permitted for devices that are based upon a published standard of the IEEE 802.11 committee and that have been certified by the Wi-Fi Alliance. Wi-Fi is presently incorporated in about three billion devices. Wireless cash registers were one of the earliest applications of what is now Wi-Fi.

Wi-Fi devices operate on an unlicensed basis, generally meaning they cannot cause interference to licensed services, and must accept any interference caused to them. Wi-Fi shares bands with other unlicensed or ISM devices, such as cordless phones at 2.4 and 5.8 GHz and microwave ovens at 2.4 GHz.

Some of the key patents related to Wi-Fi are credited (in the courts at least) to the Commonwealth Scientific and Industrial Research Organisation (CSIRO) in Australia, which has collected over $400 million in royalties and legal settlements over patent rights.

High pulse repetition frequency ultra-wideband (HPR UWB) is one of the physical layers defined for low data rate personal area network (LR-WPAN) communications in the IEEE 802.15.4 standard.

According to the FiRa Consortium:

"In challenging environments, such as parking structures, hospitals, airports and high density venues, ultra-wideband (UWB) technology outperforms other technologies in terms of accuracy, power consumption, robustness in wireless connectivity, and security, by a wide margin.

"UWB securely determines the relative position of peer devices with a very high degree of accuracy and can operate with line of sight at up to 200 meters. In contrast to narrow band wireless technologies, the use of wide bandwidth means UWB provides very stable connectivity, with little to no interference and offers highly precise positioning, even in congested multi-path signal environments.

"By calculating precise location, fine ranging based on UWB is a more secure approach to closing and opening locks, whether those locks are installed on a car door, a warehouse entryway, a conference room, or your front door."

Higher Ground LLC Application for Blanket Earth Station License (FCC Order)

With this Order, we grant the application of Higher Ground LLC (Higher Ground), with conditions, for a blanket earth station license to operate up to 50,000 earth stations, known as “SatPaqs,” to communicate with the following U.S.-licensed satellites: Galaxy 3-C at the 95.05° W.L. orbital location, Galaxy 12 at the 129.0º W.L. orbital location, and Galaxy 19 at the 97.0° W.L. orbital location. In doing so, we waive the Table of Frequency Allocations to the extent necessary to permit Higher Ground to provide the services proposed in its application in the 5925-6425 MHz (Earth-to-space) and the 3700-4200 MHz (space-to-Earth) frequency bands on a non-interference basis, subject to the conditions listed below. The authorization will serve the public interest by allowing Higher Ground to provide new communications services to U.S. consumers, with safeguards designed to minimize the risk of harmful interference to primary users operating in these frequency bands. Accordingly, we deny the Petition to Deny filed by the Fixed Wireless Communications Coalition, Inc. (FWCC).

Improving consumer access to mobile services at 3.6 GHz to 3.8 GHz (Ofcom Consultation, UK)

This consultation presents our initial thinking on how we could expand spectrum access for mobile services in the 3.6 – 3.8 GHz band.

We consider this band a high priority band for future mobile use, due to the large amount of spectrum available and the interest in this band for the rollout of future 5G services (the fifth generation of mobile connectivity technology, which is currently being developed).

Part of the band is already authorised for electronic communications networks (which includes mobile and fixed communications), where spectrum access is coordinated with other current spectrum users.

In this document, we set out two broad policy options that could allow mobile including 5G use in the rest of the band. In considering the future of this band, we are taking into account the services provided by existing use of fixed links and satellite services to citizen and consumers. We are seeking input from stakeholders that will inform our future policy proposals.
